Final approval given for Mainland Pointe mixed use development in Lower Salford - The Reporter

LOWER SALFORD — Two decades after the homes in Berkshire Court were built in part of a planned mixed-use residential and commercial development, final approval for what is now the Mainland Pointe development was granted.

Before granting final approval at the Oct. 6 Lower Salford Township Board of Supervisors meeting, though, the board first considered a request made in September changing the previously approved preliminary plans.

The request was to change what had been planned as a retail and office space building to a residential building with seven apartments.

“It’s exactly the same footprint as the retail building was, the same site layout, the same parking layout, the same driveway layout,” said Rick Mast, Mainland Pointe’s engineer, who said the only real change would be in the use.

With only three of the five board members present for the September meeting, the request received two votes in favor of approval and one against, meaning it did not get approval because at least three agreeing votes are needed in order to have a majority of the full board.

With all five members present for the October meeting, the request was approved by a 4-1 vote, with board member Kevin Shelly, who cast the dissenting vote in September, again doing so in October.

With the change to the preliminary plan approved, the board next voted on the final land development plan, which was approved by the same 4-1 vote.

Mainland Pointe is along Main Street (Route 63/Sumneytown Pike) at an extension of Quarry Road. In addition to the seven apartments approved Oct. 6, five 12-unit apartment buildings, totaling 60 apartments, are now under construction. The development plans also include additional single family homes and commercial space. Two of the commercial buildings, a Wawa and a Taco Bell, are currently under construction.

In another matter at the meeting, a conditional use hearing was held, followed by unanimous approval, for a smoothie shop in part of the building at 285 Maple Avenue.

The building, which is currently vacant, is in the Village Commercial zoning district, Jim Garrity, the township’s solicitor, said.

Avery Chapman and Bob Bianco, township residents with a family of three small children, want to put office space for Bianco’s auto tag business in the building along with Chapman opening a smoothie shop called Sips & Berries, Christen Pionzio, the attorney for the plans, said. The office use is allowed by right, she said. A conditional use hearing is required for the smoothie restaurant.

“They propose 19 seats inside the smoothie shop,” she said.

They would also like to have outdoor seating in the summer, she said. The most employees at one time would be four, she said.

Sidewalk, curbing and landscaping either have already been added or are planned, she said.

If outdoor seating is added, protective fencing must also be constructed, the board said.
