A “Use Tax” is often called an “Internet Tax”

• It is a local tax on goods purchased from out of state (most often online) for use in Cape Girardeau.
• You will never pay a use tax and a sales tax on the same purchase.
• As taxes expire or are renewed by voters, the use tax will stay the same rate as the sales tax rate voters approve.

The Use Tax will Support Essential Services
Various laws and voter commitments control how each fund of the City’s budget is used. The Use Tax will support the essential city functions of police, fire, street maintenance, parks/cemetery maintenance, code enforcement, and other support services from city hall such as engineering and finance.

• Police Department - 907 weekly average calls for service in addition to targeted patrols, crime prevention, 34 weekly arrests, and other law enforcement activities. 128 personnel includes police officers, 911 communicators, and their support workers.
• Fire Department - Firefighters are on-duty 55 hours/week responding to 111 calls on average. More than half are medical calls such as vehicle accidents, injuries, drug overdoses, and emergency health issues when seconds count. They respond (often first) in 4 minutes, 90% of the time.
• Street Maintenance - A small crew services 226 miles of streets (like a round-trip to St. Louis) pothole patching, removing snow and storm debris, signal maintenance, etc. (In addition to significant street work funded by “TTF”)
• Parks & Recreation and Cemetery Maintenance - 910 acres of trails, Jaycee Golf Course, cemeteries and the 25 city parks require mowing and regular maintenance including 140 park shelters to clean, cemetery headstones, playgrounds, fields, and more.

Can we redirect money from other tax initiatives?
No. Voter-approved and dedicated funds from other taxes such as the Parks, Recreation and Stormwater sales tax, Transportation Trust Fund, and others can only be used for those initiatives. The Use Tax is restricted to the general fund which provides essential services and support.

Is this a new tax?
Tax rules were written before internet shopping. The Use Tax applies the same tax rate whether the sale is in-person, online, or otherwise from out-of-state. Shoppers pay the same rate, and big online retailers lose the advantage they have over local shops.

No, that too is a dedicated fund for the County Sheriff’s Office and does not serve as a revenue source for the City of Cape Girardeau Police Department.
