Presaging a stormy conclusion to months of wrangling a controversial section of the county’s land use ordinance — Section 3.1 — a tornado warning briefly forced those gathered for the Aug. 17 Greenville County Council meeting to shelter-in-place before the meeting got underway.
And when it did, several amendments to the ordinance passed on third and final reading without much debate among council members, sending ripples through the packed chamber. Some people cried “No!” while others reminded council members that they work for the people, prompting council Chairman Willis Meadows to issue a warning.
The controversial section 3.1 was aimed at controlling growth in the county’s unzoned areas. Council members voting to repeal 3.1 and amend the language to remove many of the requirements advocated by rural residents were Meadows, Xanthene Norris, Mike Barnes, Steve Shaw, Chris Harrison, Stan Tzouvelekas and Ennis Fant.
Those voting against the amended ordinance were Dan Tripp, Joe Dill, Butch Kirven, Lynn Ballard and Liz Seman.
The amended ordinance no longer requires road improvements in support of new developments; it no longer requires the identification of “high-growth corridors” as areas of development that might require road improvements; it no longer defines the difference between open, developable land and space and unopen, undevelopable land and space; it no longer contains language outlining the intent of creating rural conservation subdivisions and it no longer requires that 30% of acreage in a proposed development be set aside for open space.
Instead, the amended ordinance allows developers to fix open space requirements based on the size of the lot under development.
At the end of the meeting when council members were given opportunity to bring up issues of concern, councilman Dan Tripp excoriated Meadows and the majority who voted to approve the amended ordinance without affording the minority any chance at discussion.
“Might does not make right,” Tripp thundered. “Mr. Fant, I’m ashamed of you that as a minority you would shut a minority down.”
Councilman Joe Dill called the night’s vote a “setup” and echoed Tripp in predicting that the issues raised would come up again.
