Following calls for the Mobile Police Department to publish its policies and procedures, the department announced late Thursday that it was making some information available via its website.
The department’s homepage at www.mobilepd.org now features a prominent “Policies and Procedures” link. Under that, visitors can find a link to “General Order # 1, Law Enforcement Agency Role and Authority, Use of Force.”
Topics covered in the 30-page document include policies for strip searches, “bias-based profiling,” circumstances related to the use, application and prohibition of deadly force and less lethal force; and the use of force review process.
Some information is redacted. According to the Mobile PD, “Certain information that could compromise the role of law enforcement if publicly released has been redacted.”
An initial response from the group Mobile For Us, which on Tuesday held a demonstration calling for the release of police procedures, found that the released policies did reflect its preferences on two of eight points, a requirement to exhaust all other means for shooting and a prohibition on shooting at moving vehicles. But it indicated the group found the policies fell short on other things it wanted to see, such as a ban on chokeholds and strangleholds, a requirement for a warning before shooting and a requirement for de-escalation. The policies require a warning before use of deadly force “when circumstances permit.”
Mobile Police Chief Lawrence Battiste had previously said a full release of department procedures and policies would run more than 800 pages. Mayor Sandy Stimpson has announced plans for a committee to spend 90 days reviewing police and other city procedures before making recommendations to him.
