The Duluth Police Department reviewed an arrest made by officers in West Duluth on Saturday in which force was used to detain the suspect. A use-of-force review determined that the use was "within policy and training," according to a news release from the department Tuesday. Video of the arrest has been circulating on social media.
Jacob Martin Schroers, 21, was recognized as the passenger in a car stopped at 10:33 a.m. Saturday in the 4600 block of Grand Avenue. Schroers was in violation of probation warrants for felony possession of a short-barreled shotgun, felony fleeing police officers in a motor vehicle and misdemeanor domestic assault. Officers also claimed to have been recently informed that Schroers possessed a handgun.
According to the news release, officers "needed to control Mr. Schroers for their safety, his safety, and the safety of the community" and had "reasonable belief" that Schroers posed a "significant threat."
"For these reasons it was imperative that officers gain compliance of Mr. Schroers and successfully place him in handcuffs," the statement read.
The tactics taken to gain control included arm, leg and body manipulation/control, use of pressure points to the head, neck and jaw area and use of pepper spray.
The incident was reviewed by a team including members of command staff, a training sergeant and an administrative sergeant. The review team examined police reports, policy, video from the body and vehicle cameras and the video shared on social media.
In a 2 1/2-minute video posted to Facebook by the driver, Amanda Marie Talarico, Schroers is seen sprawled across the front seats of the vehicle and shouting as officers attempt to arrest him, and officers' hands are seen on and around his head and neck.
According to the release, the force deployed by officers is "determined by the level of resistance and circumstances presented to us. An officer adapts their use-of-force response to overcome resistance and generate cooperation with tools and tactics that are reasonable, appropriate, and within policy and training."
After he was taken into custody and medically cleared, Schroers was lodged in the St. Louis County Jail on the outstanding warrants and cited for obstructing the legal process.
