Officers may use force that is “objectively reasonable, necessary, and proportional, under the totality of the circumstances” to remain in control during intense confrontations, the general order states. An officer’s use of deadly force, such as shooting someone, striking someone in the head or neck with a blunt weapon, or neck restraints can only be used as a last resort, according to the order.
